<abstract>Road edge polygons were originally stereocompiled from 1998 aerial photography and between 2005 and 2008 updated using a variety of other more current resources that included imagery, plats and GIS datasets. This GIS dataset is comprised of drivable surfaces set in public rights-of-way and private roads in Cook County. This data set contains County highways, multi-lane expressways, public streets, and major private roads. Other features contained within this data set include those specific to the Cook County Forest Preserve District including parking areas and access roads.</abstract>
<purpose>The road edge polygon data layer was created to provide accurate information about the location of roadway features in Cook County. The purpose of creating this planimetric data set was to update existing roadway data sets and to integrate the new data with other newly created data sets based on a common geography (digital orthophotographs). The new planimetric data sets were also created to serve as a standard database for virtually all geospatial applications in Cook County, and are intended to support general location, planning, and cartography projects, as well as general inventory and asset management, Census analysis and mapping, and geocoding by address.</purpose>

This planimetric feature data set was originally developed as an ArcInfo coverage. Throughout the metadata, there will be information pertaining to the general data, as well as more specific information referring to the data when obtained and used as an ArcInfo coverage, and an ArcGIS geodatabase. In metadata fields where specific information is required, it will be listed in the same order.
The original data set was created as an ArcInfo coverage and was later converted to an ArcGIS geodatabase. The current data format, as used by the Cook County government, is a geodatabase. The ArcInfo geodatabase model supports topologically integrated feature classes similar to the ArcInfo coverage model but extends the coverage model to support relationship classes, complex networks, and object-oriented features. Geodatabases contain feature classes (which can be organized into feature datasets) and tables (objects). Paved road edge polygons show the location of pavement edges along a road and are interpreted as flow lines for roads with curbs. Road edges without curbs are identified at the interpreted edge of the pavement. Unpaved road edge polygons show the location of the drivable surface of a dirt or gravel road which has a minimum of two lanes or is at least twenty feet wide to allow traffic in both directions. These roads can be graded or ungraded but must have public access. Because unpaved roads do not have well-defined edges, the edges should be considered approximate. Also included are indications of driveways and other access points intersecting the County Highway System.
Hidden connector road polygons are used to show the connectivity of roads through objects such as tunnels and multiple bridges and overpasses. The purpose of this is to show a continuous and connected travelway when displayed with other road features.
Road edge polygons are broken within a Quarter Section (such as township) to avoid a large continuous road edge polygon. The breaking of the road edge polygons will vary based on the density of the roads in the delivery and other factors determined by the technicians. Linear connectivity (especially in areas where cul-de-sacs are present) will be maintained with special care.

This data set and its attributes were subjected to extensive quality control checks, both automated and manual/visual, throughout its development. Repeated usage and inspection of the data that are the product of work between 2005 and 2008 have produced results (attributes) that are assessed to be highly accurate.

This polygon feature class data set includes all ground features observable as of 17 April 1998 up to 2005. Completeness is judged to be excellent, based on repeated examination and usage.

This data set was checked for positional accuracy against the 1998 Cook County 1:1200-scale digital orthoimagery. Additionally, this data set was subjected to numerous vendor automatic and manual quality control checks to ensure the positional accuracy of the data set throughout the processing.

Merrick utilized CADMAP photogrammetric software for real-time planimetric data acquisition and coding from the Oriented_1998_Aerial_Photos. To populate attributes, each planimetric entity was collected by entering a unique identification number, thus enabling a CADMAP Collection Macro. The macro specified graphic collection parameters (i.e., building squaring, polygon closure, and 2-D or 3-D coordinates). Update Original GIS Data Set
Using Cook County's 2003 black and white ortho-imagery, USGS 2005 digital ortho-imagery, driveway access polygons, and Cook County Parcel Maps to confirm the visual presence of roads, the breaklines present in the Cook County 2004 DTM were used to help generate new road edge polygons.
