This file is a digital geospatial Environmental Systems Research Institute (ESRI) ArcGIS feature class that contains point features of Cook County ("County") railroad stations in Cook County, Illinois.
This feature class locates and describes a11 railroad stations in the County and includes the name of the commuter agency and the railroad station name. The location of a railroad station is predominantly defined by the centroid of what is interpreted to be the main building associated with the rail station. In the absence of a building, the location is defined by the midpoint along a station platform. This feature class is current as of December 2009. Railroad station feature data was mostly collected from 1998 aerial photography for all of Cook County, Illinois. In December 2009, fifteen additional railroad station features were added with the assistance of 2006-2008 digital oblique imagery of Cook County, Illinois.
This dataset is projected using the Transverse Mercator map projection. The grid coordinate system used is the Illinois State Plane Coordinate System (Zone Number 1201), NAD83 with ground coordinates expressed in U.S. Survey Feet.

<purpose>Purpose: The purpose of the feature class is to describe and locate County facilities in Cook, County, Illinois for general use by the public and to support internal business requirements of several County agencies.</purpose>
<supplinf>
This dataset was also created to enhance an existing enterprise-wide GIS database that supports current and proposed applications involving executive decision and policy development, public access, land records management, planimetric mapping, infrastructure management, economic development, engineering, map production, and various land data analyses.
This feature data set was originally developed as an ArcInfo coverage and was later converted to an ArcGIS geodatabase. The current data format, as used by the Cook County government, is a geodatabase.

Railroad stations were collected as point features centered on each commuter station, and given attributes of commuter status and station name. The attribute information sources included the Cook County Highway Department, the IDOT Bureau of Railroads, Metra, the Chicago Transit Authority (CTA), Amtrak, and the Regional Transit Authority (RTA).

The original feature class met National Map Accuracy Standards for 1"=100' data products, and held an absolute positional accuracy of 2.5 feet (0.7625 meters).
This data set was checked for positional accuracy against the 1998 Cook County 1:1200-scale digital orthophotos. Additionally, this data set was subjected to numerous vendor automatic and manual quality control checks to ensure the positional accuracy of the data set throughout the processing.
Later, 2006-2008 Cook County Aerial Oblique &amp; Ground Imagery was used to updated this feature class. Since only fifteen (15) rail stations were added using the 2006-2008 Cook County Aerial Oblique &amp; Ground Imagery, the horizontal positional accuracy report associated with the original feature class remains substantially relevant.

Perform Model Orientation
Merrick &amp; Company (Merrick) was contracted for photogrammetric compilation of planimetric data. Merrick performed internal relative and absolute positioning of each aerial photograph (1998_Aerial_Photos) using a least-squares analysis. The photogrammetric supervisor inspected all residuals to ensure that they conform to accuracy standards for 1" = 100' mapping.
Photogrammetrically Collect Planimetric Data
Planimetry for all of the feature-type coverages was digitized concurrently. Merrick utilized CADMAP photogrammetric software for real-time planimetric data acquisition and coding from the Oriented_1998_Aerial_Photos. To populate attributes, each planimetric entity was collected by entering a unique identification number, thus enabling a CADMAP Collection Macro. The macro specified graphic collection parameters (i.e., building squaring, polygon closure, and 2-D or 3-D coordinates). Each model was edgematched during stereo-digitizing to form a continuous database.
Data Merge and Quality Control
Merrick merged the All_Planimetric_Data into a specified delivery area. Then, the Quality Control/Edit team performed a quality inspection of the data to ensure feature completeness and attribute conformity.
Conversion to ArcInfo
Merrick converted the QC_Planimetric_Data from a *.dgn format into separate ArcInfo coverages for each feature type by using ARCIGDS software tools to create separate planimetric coverages (Feature_Planimetric_Data). Each of the Feature_Planimetric_Data was verified for completeness before moving on to the next process step.
Internal Quality Inspection/Quality Control
A series of manual and automatic quality control procedures were performed on each of the Feature_Planimetric_Data both throughout their creation and prior to their final approval. Each feature type was inspected for the following items: edgematching of homogenous features that span tiles; undershoots and overshoots; cartographic quality; line smoothness and zero-length line segments; linear connectivity; closure of polygonal features; node and vertex quality; verification of consistent label and line attributes; inspection of building squaring; cartographic placement; and graphic comparison of data to the source documents. The automatic quality control checks included: automated inventory and validation of all coverages; automated plot generation; validation of State Plane Coordinate System zone and double-precision coordinates; interactive inspection of data, maps, and production reports; conformance to file naming convention; validation of line attributes (where applicable); validation of network topology of linear features (where applicable); and validation of correct annotation characteristics.
Independent Quality Control
ESRI performed an independent quality review of the planimetric data coverages, including automated checks with QCView, and on-screen review of data using 1998_Digital_Orthophotos as background, etc.
Convert to ArcGIS 8.2 Geodatabase
ESRI developed a coverage-to-geodatabase conversion module and converted the completed planimetric data (Independent_QC_Planimetric_Coverages) from ArcInfo coverage format to ArcGIS geodatabase format. ESRI then validated the conversion by reviewing the conversion statistics and checking the data within the geodatabase to ensure that no data was lost or corrupted.

Separation of Lines (rail lines) From Point (Railroad station) Features
The railroad station point features were selected and exported from the Railroad feature data layer for storage in their own point-based feature class.
Update of Rail Stations.
In December 2009, an initiative was begun to update this feature class. Certain GIS, online, and hardcopy references were used to facilitate the update this feature class. Those references included:
1. City of Chicago, GIS Department, Metra Lines and Stations
2. Cook County Aerial Oblique &amp; Ground Imagery Project 2006-2008
3. City of Chicago, GIS Department, CTA Stations
4. Metra Rail lines and Stations
Working systematically, and with the assistance of the aforementioned reference layers, the GIS technician attempted to identify potentially new features shown in the 2006-2008 Cook County Aerial Oblique &amp; Ground Imagery. When a candidate was positively identified in the imagery, a point was added to the feature class. In general, a point was created and positioned in a location that was judged to be the centroid of a main building interpreted as being associated with the rail station. When no building was identifiable in the imagery, a point was created and positioned at a point that was judged by the GIS technician as being the midpoint along the length of a rail station platform. In instances when a reference layer located a rail station that was below grade, i.e., underground, then a point was created and "snapped" to the point of the reference layer.
Each newly created point was attributed with the name of the commuter agency that provided service to the rail station and name of the rail station.
In total, fifteen (15) additional rail station features were added to this feature class.
New and existing Name values were updated, where necessary, according to the following business rules:
1. If the Name of a rail station was unique and it was served by one "line" of a single commuter agency, then no change to Name value. (Example: CTA rail station "Bryn Mawr" is only served by the CTA Red Line)
2. If the Name of a rail station was unique, and it was served by more than one "line" of a single commuter agency, then change Name value to "MULTI" (Example: CTA rail station "Merchandise Mart" is served by CTA Brown and Purple lines.)
3. If the Name of a rail station was not unique, and it was served by one "line" of more than one commuter agency, then apply a suffix descriptor. (Example: CTA and Metra both have rail stations named "Davis", they became "Davis Purple" and "Davis St - UPN", respectively.
4. If the Name of a rail station was not unique, and it was served by one "line" of a single commuter, then make the Name value unique using a cross street.
